CLASSIFIED MESSAGE TO THE INTERESTED ONES TO THE BAND OF THE 70 MHZ

I wish comunicarvi as the Defense Ministry - in particular the military Agency of allocation of the frequencies - has very recently accepted the demand reached from an eminent titular Ordinary University professor for an university course of telecommunicationses of being able to lead a campaign demonstrative/experiences them in band 70 MHz with the involvement of the students, which will be only possible thanks to the amateur radios operator who will contribute to put it in feet.

Reached by now the permission of the Defense Ministry, the use of the 70 MHz will become lawyer not hardly the Ministry of the Economic Development - Communications will release the relative authorization - presumablly opened the Italian amateur radios operator in general terms - which have orally confirmed me will reach very quickly and therefore in useful time for being able to take advantage of the best propagativo period of the year.

Regarding the operating modalities, the original demand made reference how much was established relatively to the activities in 70 MHz for years 2007 and 2008, that is:

· authorized localities: national territory with exception of one wraps wide 30 Km from the borders of France, Switzerland and Austria

· authorized frequencies: 70,100 - 70,200 - 70,300 MHz

· authorized bandwidth: 25 kHz

· authorized modalities: all till the maximum of the authorized bandwidth

· authorized antennas: omnidirectional and directives

· the admitted maximum power: 25 Watt EIRP



It will be now my cure to contribute to organize of the “events four metersâ€

I can't really speak Italian very well so DON'T TAKE THIS AS 100% ACCURATE, but here goes. (Words in brackets are my own additions, where I thought the sense needed explanation but there's no direct equivalent in the original Italian).

As the Minister for Defence, and in particular the military unit with responsibility for frequency allocation, I wish to communicate to you that I have most recently accepted the request, which I received from an eminent Professor in charge of a university course in telecommunications, that he be permitted to carry out a campaign of demonstrations and experiments in the 70MHz band, with the involvement of (his) students; this campaign being made possible only through the involvement of those Radio Amateurs who will contribute to putting it into action.

Since the Minister of Defence has agreed (to this), the use of 70MHz until 31 October 2010 will become legal, pending the required authorisation by the Minister for Economic Development and Communications to Italian Radio Amateurs, which is expected to take place on 26 May 2010, thus being in good time to allow (them) to benefit from the best period of propagation of the year.

As regards the modes of operation, the following rules (established) for 70MHz activities in 2007 and 2008 will apply:
• Authorised locations: the (whole) national territory, with the exception of a strip, 30Km in width, from the borders of France, Switzerland and Austria.
• Authorised frequencies: 70.1, 70.2, 70.3 MHz
• Width of the authorised band: 25KHz
• Authorised modes (of transmission): all (modes), up to the maximum bandwidth of the authorised bands
• Authorised antennas: omnidirectional and directional
• Maximum permitted power: 25 Watts EIRP
