I have just written this paper in my role as RSGB VHF Manager and member of the IARU Region-1 VHF/UHF Committee. It will be presented at the IARU Region-1 *Interim* meeting in Vienna, March 2010.
Please note that this is not the Full Conference (being held in 2011) and that this paper may not be ratified until then. However it can be agreed in principle at the interim meeting.

BACKGROUND


In 1995 a Detailed Spectrum Investigation (DSI) report was presented to CEPT administrations that included the statement “The DSI Management Team recommend in the context of the European Table of Allocations and in accordance with the foregoing, that a minimum of 100kHz in the band 70-70.45MHz be allocated to the amateur service on a secondary basis according to national considerations, if feasible, centred on 70.2 MHzâ€

Hello

If, just if, we are to recommend anything else than 000-500 I suggest not to ask for spot frequencies but a span. E.g. 900-000 or 950-000, which in total would recommend 900-500/950-500.

Still the priority would be:
1) 200 +/-12,5 kHz
2) 000-500
3) 900-500

Hi David

The problem (as we all know) is the vast diversity of use of 70MHz in the EU.

Given that some countries have no reasonable prospect of an allocation above 70.0MHz might another solution be a request to administrations to allow a ***small*** tweak of the 70MHz band downwards into 69MHz.

This could be an interim measure to aid transition for a fixed period.

I accept that some countries may have allocations that do not allow this, but if you don't ask.....

The idea of a downward 'tweek' was discussed between a number of us recently at the radio club. It is 'believed' that in the Uk this could be done relativly easily - maybe to 69.950
70Mhz dead is useless in any case because of the birdy problem that apears to afflict that frequency and 50 not to mention 40, 144 etc. If any administration wants to look at true resourse of the spectrum, this waste by poor design is criminal.
Looking at Europe generally there places where there are considerable obsticles against a 70Mhz allocation, I would however argue that here are more where an allocation could be made tomorow. To my mind there appears to be little point is having spectrum just fallow.

Hello,
I recall hearing BBC O/B use of just below 70 MHz in past years.
However highest heard was on 69.9 MHz, so maybe we could just squeeze in!
